An area of low pressure previously located near Colombia and Venezuela in the Caribbean Sea (click here for previous article), has strengthened into a tropical storm.

As of 11 p.m. AST September 23 (0300 UTC September 24), Tropical Storm Matthew (15L) was located within 30 nautical miles of 14.0°N 78.4°W, about 335 mi (540 km) east of Puerto Cabezas, Nicaragua and about 330 mi (530 km) east-southeast of Cabo Gracias a Dios on the Honduras-Nicaragua border.

Maximum sustained winds are 40 knots (45 mph, 75 km/h), with stronger gusts. Minimum central pressure is 1005 mbar (hPa; 29.68 InHg), and the system is moving west at 15 kt (17 mph, 28 km/h).
